Captain Shannon Layne is a law enforcement leader with more than 28 years of experience spanning local policing, federal service, and regional task force operations. Throughout his career, he has focused on building high-performing teams, strengthening community partnerships, and advancing practical, forward-thinking approaches to public safety.
He currently serves as a Captain with the Johns Creek Police Department, where he oversees Special Operations, including community outreach (COPS/Bike Patrol), the proactive Crime Suppression Unit, and CORT, a behavioral health response team. He has helped expand data-driven policing strategies, supporting the implementation of a real-time crime center, and played a key role in launching a co-responder program that pairs officers with clinicians to better manage crisis situations.
His experience spans supervising patrol operations and conducting complex investigations related to narcotics and vice activities, as well as leadership roles as Acting Major and SWAT Commander, along with federal assignments with the DEA and service as a Federal Air Marshal. Across each role, he is recognized for leading with transparency, investing in officer development, and fostering strong community relationships.
He is a graduate of the Columbus State University Command College (M.S., Public Administration), Northwestern University School of Police Staff and Command, the Georgia Association of Chiefs of Police Chief Executive Training Program, and the FBI-LEEDA Trilogy Leadership Program. He remains committed to developing the next generation of leaders while adapting to the evolving challenges of modern policing.
