All current projects covered by the 2013 NPDES Construction Permit that have not reached final stabilization as defined in the Permit and filed a Notice of Termination (NOT) must renew their NOI for continued coverage under the 2018 permit using this online system. There will be a 90 day grace period to get this accomplished starting August 1, 2018, and ending October 30, 2018. August 2018: Community Development has an average turnaround time of approximately 2 weeks for initial plan reviews and 1 week for subsequent reviews.
The Land Development Division of Community Development consists of two sections: Plan Review and Development Inspections.
Site Development Plan Review
The Plan Review section conducts reviews for new development, redevelopment, final plat recording, and storm system as-builts to ensure all development and property subdivision within the City comply with federal, state, and local regulations.
These reviews are part of the City's weekly, concurrent review process. Plans, plats, and as-builts for review should be submitted by 11 a.m. Tuesday for a return of comments and redlines by Wednesday of the following week.
A meeting is held every Thursday from 10 a.m. to noon to provide an opportunity for permit applicants, engineers, developers, and others to discuss review comments or other issues with the entire plan review staff. A sign in sheet is available from 8:30 a.m. to 11 a.m. for these first-come, first-served meetings.
Plan Review works closely with the Georgia Soil & Water Conservation Commission, Georgia Environmental Protection Division and United States Army Corps of Engineers to ensure all new development and redevelopment projects have adequate erosion, sedimentation and pollution control plans, as well as other applicable permits and authorizations.
All properties within the 2,000 foot Chattahoochee River Corridor are reviewed for compliance with the Metropolitan River Protection Act.
Site Development Inspections
Development Inspections ensures all permitted projects are following an approved plan and are in compliance with environmental and development regulations in the field.
Development Inspectors conduct pre-construction meetings for all sites with a land disturbance permit. They perform both random and scheduled inspections on all permitted projects to monitor site progress and enforce the City's development regulations, soil erosion and sedimentation control, tree preservation, stream buffer protection, floodplain, and post-development stormwater management ordinances.
At the conclusion of a project, Development Inspectors perform final site inspections before a Certificate of Occupancy or Completion is granted.
Right-of-Way / Easement Dedication
For new developments, there are several situations where a developer will be required to dedicate additional right-of-way/easements to the City.
