Johns Creek passes one-time amnesty program for Stormwater Utility

The City of Johns Creek today launched a one-time 2023 Stormwater Utility Amnesty Program as a means to grant relief to residents and businesses from any penalties/late charges and interest imposed on late 2023 stormwater utility fee payments.

The Amnesty Program officially begins on Wednesday, Nov. 29, 2023 and categorizes 2023 Stormwater Utility Fee payers into three distinct groups: 

  1. Residents and businesses who paid from Sept. 1, 2023 to November 28, 2023 – this group will receive a credit against their 2024 Stormwater Utility Fee for all 2023 Stormwater Utility Fee penalties/late charges between Sept. 1, 2023 and Nov. 28, 2023.
  2. Residents and businesses who pay all 2023 Stormwater Utility Fees in full between from Nov. 29, 2023 to Dec. 31, 2023 – this group will have all late fees on their 2023 stormwater bills waived
  3. Residents and businesses with any outstanding 2023 Stormwater Utility Fee balance or those choosing to pay on Jan. 1, 2024 or thereafter – this group will not receive any credit for or waiver of late fees which have been imposed or will be imposed. 

The Amnesty Program was established through an amendment to the City’s Stormwater Utility Ordinance which was unanimously approved by City Council at its Nov. 28 meeting. The City Council discussed amending the Stormwater Utility ordinance to allow staff to grant relief from penalties/late charges and interest imposed on late 2023 Stormwater Utility Fee payments, acknowledging residents’ concerns raised about receipt of the initial 2023 Stormwater Utility Fee bills. The one-time Amnesty Program ends at midnight on Dec. 31, 2023.
